Digitization 101: Legal Issues in Mass Digitization: A Preliminary ...
In the fiscal 2013 U.S. Copyright Office budget request, the Office states that (emphasis added):

Discussion Document" (97 pages). That document and other background material are available at http://www.copyright.gov/docs/massdigitization.? While this may not be information that you need, I can tell you that the appendices in the preliminary discussion document caught my attention.? I can see using a couple of them in my upcoming class.

Pan-Arab Al-Jazeera buys Current TV from Al Gore

LOS ANGELES (AP) ? With its purchase of left-leaning Current TV, the Pan-Arab news channel Al-Jazeera has fulfilled a long-held quest to reach tens of millions of U.S. homes. But its new audience immediately got a little smaller.
The nation's second-largest TV operator, Time Warner Cable Inc., dropped Current after the deal was confirmed Wednesday, a sign that the channel will have an uphill climb to expand its reach.
"Our agreement with Current has been terminated and we will no longer be carrying the service. We are removing the service as quickly as possible," the company said in a statement.
Still, the acquisition of Current, the news network that cofounded by former Vice President Al Gore, boosts Al-Jazeera's reach in the U.S. beyond a few large U.S. metropolitan areas including New York and Washington nearly ninefold to about 40 million homes.
Gore confirmed the sale Wednesday, saying in a statement that Al-Jazeera shares Current TV's mission "to give voice to those who are not typically heard; to speak truth to power; to provide independent and diverse points of view; and to tell the stories that no one else is telling."
Al-Jazeera, owned by the government of Qatar, plans to gradually transform Current into a network called Al-Jazeera America by adding five to 10 new U.S. bureaus beyond the five it has now and hiring more journalists. More than half of the content will be U.S. news and the network will have its headquarters in New York, spokesman Stan Collender said.
Collender said there are no rules against foreign ownership of a cable channel ? unlike the strict rules limiting foreign ownership of free-to-air TV stations. He said the move is based on demand, adding that 40 percent of viewing traffic on Al-Jazeera English's website is from the U.S.
"This is a pure business decision based on recognized demand," Collender said. "When people watch Al-Jazeera, they tend to like it a great deal."
Previous to Al-Jazeera's purchase, Current TV was in 60 million homes. It is carried by Comcast Corp., which owned less than a 10 percent stake in Current TV, as well as DirecTV. Neither company announced plans to drop the channel.
In 2010, Al-Jazeera English's managing director, Tony Burman, blamed a "very aggressive hostility" from the Bush administration for reluctance among cable and satellite companies to show the network.
Even so, Al-Jazeera has garnered respect for its ability to build a serious news product in a short time. In a statement announcing the deal, it touted numerous U.S. journalism awards it received in 2012, including the Robert F. Kennedy Journalism Award Grand Prize and the Scripps Howard Award for Television/Cable In-Depth Reporting.
But there may be a culture clash at the network. Dave Marash, a former "Nightline" reporter who worked for Al-Jazeera in Washington, said he left the network in 2008 in part because he sensed an anti-American bias there.
Al-Jazeera English went on the air in November 2006. It moved quickly to establish a strong presence on the Internet, launching web streaming services and embracing new social media services such as Twitter in part to compensate for its lack of a presence on U.S. airwaves.
The English news network has a different news staff and a separate budget from the Arabic network, which launched in 1996. They and the company's growing stable of other Al-Jazeera branded channels are overseen by Sheik Ahmed bin Jassim Al Thani, a member of Qatar's royal family.
Sheik Ahmed took over last year following the abrupt resignation of the company's longtime Palestinian head, Wadah Khanfar, who was widely credited with helping build Al-Jazeera into an influential global brand. In his departure note to staff, he said he was leaving behind "a mature organization" that "will continue to maintain its trailblazing path."
Both the English and the Arabic channels actively covered the protests, violence and political upheaval that have become known as the Arab Spring.
Current, meanwhile, began as a groundbreaking effort to promote user-generated content. But it has settled into a more conventional format of political talk television with a liberal bent. Gore worked on-air as an analyst during its recent election night coverage.
Its leading personalities are former New York Gov. Eliot Spitzer, former Michigan Gov. Jennifer Granholm and Cenk Uygur, a former political commentator on MSNBC who hosts the show called "The Young Turks." Current signed Keith Olbermann to be its top host in 2011 but his tenure lasted less than a year before it ended in bad blood on both sides.
Current has largely been outflanked by MSNBC in its effort be a liberal alternative to the leading cable news network, Fox News Channel.
Current hired former CNN Washington bureau chief David Bohrman in 2011 to be its president. Bohrman pushed the network to innovate technologically, with election night coverage that emphasized a conversation over social media.
Current TV, founded in 2005 by former vice president Gore and Joel Hyatt, is expected to post $114 million in revenue in 2013, according to research firm SNL Kagan. The firm pegged the network's cash flow at nearly $24 million a year.

Connecticut police?are investigating a possible case of police impersonation after a man pulled a woman over and told her she was beautiful.
The woman was driving on an interstate in the town of South Windsor around 2:30 p.m. on New Year?s Eve when a black Chevy Impala turned on flashing red and blue lights behind the windshield, police said.
The woman stopped and a man approached her car and requested her license and registration.
He asked a few questions, told the woman she was beautiful, then gave her back her papers, returned to his car, then continued to follow her onto Route 5 and Sullivan Avenue, police said.

The woman reported the incident several hours later and police said there is no record of her registration or license being run by a police agency.
The woman described the man as about 5-feet-10, with a medium build. He was wearing dark jeans, a black shirt, a black hooded sweatshirt and had some type of badge on a chain around his neck and a handgun on his hip, police said.
The vehicle had no front license plate or markings.

Police advise residents who believe they are being pulled over by someone who might be impersonating a police officer to put on your flashers, drive the speed limit and call 911 from your cell phone.
Tell the 911 dispatcher that you are concerned.
If you do not have a cell phone, drive to a well-lit, busy area, such as the parking lot of a busy store.

Fed minutes show some concerns on bond purchases
WASHINGTON (AP) ? Federal Reserve policymakers expressed broad support last month for the Fed's plan to buy bonds to support the U.S. economy. But they differed over how long to keep buying bonds to drive down long-term interest rates.
Minutes of the Fed's December policy meeting show that some of the 12 voting members thought the bond purchases would be warranted through the end of this year.
Others felt the purchases should be slowed or stopped altogether before the end of 2013. This group was concerned that the bond buying is keeping rates so low for so long that it could encourage speculative buying of risky assets.
The Fed ended up approving open-ended purchases of $85 billion a month in Treasurys and mortgage bonds to replace an expiring bond-purchase plan and maintain its level of bond purchases.
The minutes covered the Fed's Dec. 11-12 meeting. In a statement after the meeting, the Fed said it planned to keep a key interest rate at a record low even after unemployment falls close to a normal level ? which it said might take three more years.
As long as the outlook for inflation is mild, the Fed said it could keep short-term rates near zero at least until unemployment drops below 6.5 percent. The unemployment rate in November was 7.7 percent. On Friday, the government will release the rate for December.
The statement was approved 11-1. Jeffrey Lacker, president of Federal Reserve Bank of Richmond, objected for the eighth straight time this year. Lacker has said he thinks the job market is being slowed by factors beyond the Fed's control. And he says further bond purchases risk worsening future inflation.
The minutes showed that even though all but one voting member backed the Fed's continued bond purchases, the officials were divided over how long the purchases should continue.
"A few" thought the purchases should continue through 2013, the minutes said. A few others favored the purchases but didn't specify how long they should go on. And several others thought the bond buying should probably stop before year's end.
The Fed's meeting last month occurred as Congress and the Obama administration were locked in furious negotiations to resolve the fiscal cliff ? the steep tax hikes and spending cuts that were to kick in this month without a deal. The minutes said Fed officials saw the uncertainty over the fiscal cliff as a significant threat to the economy.
The deal Congress reached this week avoided the fiscal cliff. It raised taxes on the wealthiest Americans while preserving the Bush-era income tax cuts on income under $400,000 for individuals and under $450,000 for households.
Chairman Ben Bernanke warned at a news conference after last month's meeting that no Fed actions could outweigh the damage that would result if the economy fell off the fiscal cliff. Congress' agreement this week was probably roughly in line with what Fed officials had expected, private economists say. As a result, they expect no changes soon to the Fed's policies. Its federal funds rate, a benchmark for many consumer and business loans, has remained near zero since December 2008.
Critics of bond purchases have raised concerns that keeping interest rates at ultra-low levels for an extended period of time risks distorting financial market decisions. They worry that when the Fed finally begins raising rates, panic selling of stocks and bonds might ensue.
At its next policy meeting, Jan. 29-30, the Fed is also expected to reaffirm its plan to preserve ultra-low rates until unemployment hits 6.5 percent as long as the inflation outlook isn't more than a half percentage point above its 2 percent target.
Bernanke made clear that even after unemployment dips below 6.5 percent, the Fed might decide that it needs to keep stimulating the economy. Other factors will also shape the Fed's policy decisions, he said.
Analysts note that Congress and the administration face a bigger budget showdown within two months, when they must reach an agreement to raise the country's $16.4 trillion borrowing limit. That agreement might result in deep spending cuts.
"Everybody at the Federal Reserve is probably still on very high alert," said Mark Zandi, chief economist at Moody's Analytics. "We are not out of the woods yet. The fiscal brinksmanship is not over."
In forecasts it updated last month, the Fed said it expected the economy to grow between 2.3 percent and 3 percent this year. Bernanke said that estimate assumed that Congress' budget deal would include some tax increases and spending cuts.
The Fed's outlook for economic growth is slightly higher than many private economists expect but is achievable, says Brian Bethune, an economics professor at Gordon College in Massachusetts.
"The Fed is going to keep the pedal to the metal until we get more clarity" on what kinds of spending cuts Congress will adopt, which could slow the economy going forward," Bethune said.
At its December meeting, the Fed also announced that it would buy $85 billion a month in Treasury securities and mortgage-backed securities to try to keep downward pressure on long-term rates. The Fed said it would maintain those purchases until the job market improved substantially.

WiFi and WiGig Alliances become one, work to promote 60GHz wireless
The WiFi Alliance and Wireless Gigabit Alliance have a pretty long history of working together. The two are ringing in the new year by removing the last barrier to their cooperation and officially becoming one organization. By the end of the year the group hopes to have an interoperability program launched for 60GHz wireless under the banner of the new unified WiFi Alliance. The hope is that joining forces will lead to broader compatibility and quicker adoption of of the high speed wireless standard. For now there's no new products to announce, but expect a year full exciting wireless developments.
