Mild cognitive impairment is common, affects men most, study finds

ScienceDaily (Jan. 25, 2012) ? Researchers involved in the Mayo Clinic Study of Aging report that more than 6 percent of Americans age 70 to 89 develop mild cognitive impairment (MCI) every year. Also, the condition appears to affect men and those who only have a high school education more than women and those who have completed some higher education. People with MCI are at the stage between suffering the normal forgetfulness associated with aging and developing dementia, such as that caused by Alzheimer's disease.

The study -- published in the Jan. 25, 2012, issue of Neurology, the medical journal of the American Academy of Neurology -- reports that 296 of the 1,450 study participants developed MCI, an incidence rate of 6.4 percent per year overall. Among men, the incidence rate was 7.2 percent, compared with 5.7 percent per year for women.

"While incidence rates for MCI have been reported previously, ours is one of the few studies designed specifically to measure the incidence of MCI and its subtypes using published criteria," says lead author Rosebud O. Roberts, M.B., Ch.B., of the Mayo Clinic Division of Epidemiology. "The statistically significant difference between incidence rates among men and women represents an important finding for those evaluating patients for MCI."

The study also looked in more detail at patients with MCI, dividing them according to whether they developed amnestic MCI (aMCI) -- in which the condition affects the memory domain -- or non-amnestic MCI (naMCI).

Similar to the overall results, the incidence rates for aMCI and naMCI were higher in men than in women. In addition, the study found that individuals with only a high school education developed either aMCI or naMCI at a higher rate than those with some higher education.

"Understanding the distribution of incident MCI by age, sex and other demographic variables is critical to helping us understand the cause of the condition, as well as how to prevent MCI and its progression to full-blown, irreversible dementia," Dr. Roberts says. "This study advances our understanding of MCI and will help clinicians provide even better care for their patients, especially during initial evaluations."

About Mild Cognitive Impairment

People with MCI have mild problems with thinking and memory that do not interfere with everyday activities, although their forgetfulness is often apparent to them and their friends and family. While not everyone with MCI develops dementia, an estimated 5 to 10 percent do.

Symptoms of MCI include:

  • Forgetting recent events or conversations
  • Taking longer to perform complex or difficult mental activities.

Foreclosures made up 20 pct. of home sales in 3Q

(AP) ? Foreclosures made up a smaller slice of all U.S. homes sold in last year's third quarter, as banks delayed placing properties for sale and home sales slowed.

Despite the decline, foreclosures still represented 20 percent of all homes sold in the July-September period ? about four times more than at the height of the housing boom, foreclosure listing firm RealtyTrac Inc. said Thursday.

Foreclosure sales include homes purchased after they received a notice of default or were repossessed by lenders.

In 2005 and 2006, when housing was still flying high, foreclosures made up less than 5 percent of all home sales, the firm said. They peaked in 2009 at 37.4 percent.

As a portion of all homes purchased, foreclosure sales declined in the third quarter from 22 percent in the April-June period. They were down from 30 percent in the third quarter of 2010, RealtyTrac said.

Sales of all previously occupied homes rose in August, but fell in July and September, according to the National Association of Realtors. Sales of new homes, which account for less than 10 percent of the housing market, fell in July and August, but rose in September.

Ongoing disputes over how some lenders handled foreclosures have been a key factor in foreclosed homes' declining share of all home sales.

In the fall of 2010, some banks and mortgage servicers were found to have been signing off on home foreclosures without first verifying documents, a practice dubbed "robo-signing." That sparked a state and federal probe and prompted many lenders to revisit their foreclosure procedures. Many also delayed taking action against homeowners behind on their mortgage payments.

The delays coupled with uncertainty over the outcome of negotiations to settle the banking-industry probe have led to fewer foreclosed homes being put up for sale.

But housing industry experts say they anticipate that will change swiftly once the investigations are resolved. They note the glut of bank-owned homes and others already in some stage of foreclosure.

"As the foreclosure industry gets clarity on the foreclosure process, they will be able to push more of these foreclosures to sale," said Daren Blomquist, a vice president at RealtyTrac.

As of Dec. 31, there were more than 680,000 U.S. homes owned by banks and another 715,000 in some stage of foreclosure, Blomquist said.

All told, 221,536 bank-owned homes and others in the foreclosure process were sold in 2011's third quarter. That's down 11 percent from the second quarter and down 5 percent from the third quarter of 2010.

Foreclosures, often in need of repair, typically sell at big discounts and weaken prices for neighboring homes.

Homebuyers who purchased a foreclosure in the third quarter paid an average of $165,322, representing a discount of 34 percent from the average sale price of all other homes, RealtyTrac said.

The discount was unchanged from the April-June quarter, but declined from 37 percent in the third quarter of 2010.

Bank-owned homes, which are sold after being repossessed, accounted for nearly 12 percent of all sales in the third quarter. Sales of homes in the foreclosure process ? properties in default or scheduled for auction ? made up about 9 percent of all sales.

Nevada led all states with foreclosure sales accounting for nearly 57 percent of all home sales, RealtyTrac said.

Several other states had foreclosure sales that made up at least 20 percent of all homes purchased in the third quarter: California, Arizona, Georgia, Colorado and Michigan.

In GOP response, Daniels blames Obama for economy (AP)

WASHINGTON ? President Barack Obama has resorted to "extremism" with stifling, anti-growth policies and has tried dividing Americans, not uniting them, Indiana Gov. Mitch Daniels said Tuesday in the formal Republican response to the president's State of the Union address.

Eight months after deciding not pursue a bid for his party's presidential nomination, Daniels used his nationally televised speech to lash out at Obama and cast the GOP as compassionate and eager to unchain the country's economic potential.

He took particular aim at Obama's efforts in recent months to raise taxes on the rich and castigate them for not contributing their fair share to the nation's burdens. Daniels, President George W. Bush's first budget chief and a two-term Indiana governor, portrays himself as an ardent foe of budget deficits, though critics note he served during the abrupt shift from fleeting federal surpluses to massive deficits early in Bush's term.

Obama's address, and Daniels' speech, come at the dawn of a presidential and congressional election year in which the defining issues are the faltering economy and weak job market and the parties' clashing prescriptions for restoring both. Obama and congressional Democrats have focused on the more populist pathway of financing federal initiatives by taxing millionaires, while Republicans preach the virtues of less regulation and smaller government.

Obama was ready to describe his vision of attaining "an economy built to last." Led by Daniels, Republicans were firing back that it was their party that understood the best way to trigger economic growth was to get the government out of the way.

"The extremism that stifles the development of homegrown energy, or cancels a perfectly sane pipeline that would employ tens of thousands, or jacks up consumer utility bills for no improvement in either human health or world temperature, is a pro-poverty policy," Daniels said.

Obama has halted, for now, work on the proposed Keystone XL oil pipeline from western Canada to Texas' Gulf Coast. Republicans say the project would create thousands of jobs, a claim opponents say is overstated. The administration has also pursued policies aimed at reducing pollution and global warming.

Daniels said Republicans prefer "a passionate pro-growth approach that breaks all ties and calls all close ones in favor of private sector jobs that restore opportunity for all and generate the public revenues to pay our bills."

In a riff on Obama's own theme, Daniels said, "As Republicans our first concern is for those waiting tonight to begin or resume climb up life's ladder. We do not accept that ours will ever be a nation of haves and have nots. We must always be a nation of haves and soon-to-haves."

Even before Obama spoke, Republicans in the Capitol and on the campaign trail accused him of three years of higher spending, bigger government and tax increases that have left the economy stuck in a ditch.

"This election is going to be a referendum on the president's economic policies," which have worsened the economy, said House Speaker John Boehner, R-Ohio. "The politics of envy, the politics of dividing our country is not what America is all about."

"If the president wants someone to blame for this economy, he should start with himself," said Senate Minority Leader Mitch McConnell, R-Ky. "The fact is, any CEO in America with a record like this after three years on the job would be graciously shown the door."

Obama was delivering his address during a rowdy battle for the GOP presidential nomination that has ended up providing ammunition for Obama's theme of fairness.

Russian Mars Probe Crash Sets Off Confusion, Conspiracy Theories (SPACE.com)

When an ill-fated Russian Mars probe fell to Earth over the weekend, the spacecraft's untimely demise set off a flurry of conflicting media reports and conspiracy theories.

Russia's Phobos-Grunt space probe suffered a debilitating malfunction shortly after its November 2011 launch, which stranded it in low-Earth orbit for more than two months before it succumbed to gravitational forces and plummeted through the atmosphere on Jan. 15.

The $165 million spacecraft reportedly broke apart over the Pacific Ocean, but inconsistent reports soon surfaced, which sparked different theories about where the probe had landed, and what had caused it to malfunction in the first place.

The Russian Federal Space Agency is notorious for closely controlling any information released, but part of the issue is the tricky nature of calculating re-entry predictions for dead satellites and other pieces of orbital debris.

"Predicting an impact point is problematic because it involves fundamental factors that cannot be noted in advance and cannot be measured in real time, such as atmospheric density," space consultant James Oberg, a former NASA space shuttle mission control engineer, told SPACE.com. "These can only be averaged or guessed, sometimes even after re-entry. These known unknowns are more than enough to throw off any kind of prediction by thousands of kilometers." A curious case

Still, the Phobos-Grunt saga was shrouded in mystery long before it crashed back to Earth. The cause of the spacecraft's malfunction has not yet been determined, and claims ranging from accidental radar interference to outright sabotage have been reported by Russian news outlets.?

Russian space officials suggested that strong emissions from an American radar station on an island in the Pacific Ocean could have accidentally interfered with Phobos-Grunt, reported the Russian news agency Ria Novosti.

But, these claims were later dismissed by a Russian scientist who was involved with the development of Phobos-Grunt. Alexander Zakharov, a scientist at the Russian Academy of Science Space Research Institute, told Ria Novosti that the radar theory is "far-fetched," and suggested instead that issues with the spacecraft itself were likely to blame.

American experts were also quick to write off the idea that a U.S. radar station could have been the source of the spacecraft's demise ? accidental or otherwise.

"I do not see any evidence that supports the suggestion that the United States somehow played a role in the failure of Phobos-Grunt," Brian Weeden, an orbital debris expert at the Secure World Foundation in Washington, D.C., told SPACE.com in an email. "I have examined the claims made about the U.S. tracking radar on the South Pacific potentially interfering with Phobos-Grunt and they are without any credibility whatsoever."

Following Phobos-Grunt's fall from space, the Russian Federal Space Agency released an official statement confirming that the spacecraft had landed in the Pacific Ocean. But, the agency admitted this impact zone was based on orbital predictions, and they lacked tracking or visual data.

This fueled speculation that the spacecraft had overshot its predicted landing zone and broke apart elsewhere along its orbital track, such as over Argentina or Brazil. [6 Biggest Spacecraft to Fall Uncontrolled From Space]

"You're never quite sure," said Emmet Fletcher, Space Surveillance and Tracking Manager at the European Space Agency (ESA). "Eyewitness accounts are good, so if someone sees it coming in and takes a picture, that can tell you about where it lands. But, if you're fortunate and it lands in the ocean, which is where we like things to go, there shouldn't be anyone there. So, if something lands in the South Pacific, you won't have anyone there to observe it."

Tracking a falling spacecraft

Fletcher is part of ESA's Space Situational Awareness team which monitors space junk and operates a network of tracking stations. Fletcher could not comment specifically on Phobos-Grunt, but he has worked on coordinated international efforts to deal with spacecraft and orbital debris that has re-entered the atmosphere.

"It's all a learning experience," Fletcher said. "There are lessons learned and conclusions about what we can do better. A lot of work is being done to standardize data."

Right now, different agencies and organizations have different methods for calculating re-entry predictions. This has advantages and disadvantages, Fletcher said, but ultimately, a more standardized approach could help foster more efficient cooperation between entities.

But the story of Phobos-Grunt doesn't end there.

In a recent development, the U.S. military appeared to have removed links to Phobos-Grunt tracking data on a public website that ordinarily details such events.

Information about the doomed Russian probe's re-entry was removed from Space Track, a website operated by U.S. Strategic Command. The military also did not publish any confirmation of the probe's fall, which breaks with standard protocol.

This handling of the data seemed unusual, said Weeden, a former U.S. Air Force officer, who once also directed the Joint Space Operations Center's orbital analyst training program.

"[T]he final re-entry prediction data is still missing from the U.S. military's website where they normally publish the information," Weeden said. "I do not really have any idea why they would withhold this information for Phobos-Grunt. They have published the full re-entry prediction data on three other space objects so far this year, and they are continuing to publish re-entry predictions as normal for the next object, Cosmos 2176, which is a Russian Kompass-2 satellite that is due to re-enter in the next several days. "

Falling spacecraft and human error

But Friday evening (Jan. 20), a spokesperson from U.S. Strategic Command told SPACE.com that data was not, in fact, removed from the Space Track website. Rather, a human error had accidentally misfiled the information.

"All actions taken during the Phobos-Grunt re-entry were designed to improve international data sharing on this event," Julie Ziegenhorn, Deputy Chief of Public Affairs at U.S. Strategic Command, said in an email statement. "Unfortunately, shortly after the re-entry event, there was human error that led to all Phobos-Grunt entries on spacetrack.org being misfiled into the year 2011 data, which made it difficult for customers to access the information. Shortly after the error was discovered, the information was re-posted to the site and is accessible at this time."

Still, experts are hoping that more precise information about Phobos-Grunt's impact zone will be released, but it's unclear which agencies will make their reports available to the public. ESA plans to release a final report on Phobos-Grunt, but officials are currently still waiting for "additional data from non-ESA sources," agency spokesperson Andreas Schepers said in an email.

The Phobos-Grunt spacecraft was designed to collect soil samples from the Mars moon Phobos and return them to Earth in 2014. The botched mission is one of several space failures that plagued the Russian Federal Space Agency over the past year.

"It was one of the boldest cavalry charges, and they said it was a cavalry charge to restore Russia's honor in space," Oberg said. "But, cavalry charges can also wind up disastrously, so the use of that metaphor was particularly apt."

Facing long odds and steep climb, Santorum digs in (AP)

CORAL SPRINGS, Fla. ? Newt Gingrich has the momentum. Mitt Romney has the money.

Rick Santorum? He has neither at the moment.

Not that he's going to let details like that stop him from pressing ahead in his White House quest. Or, for that matter, hurdles like scant cash in an expensive state and a rapidly disappearing opportunity to emerge as the consensus candidate of conservative voters now that Gingrich has emerged as the leading anti-Romney candidate.

"Our feeling is that this is a three-person race," Santorum insisted on CNN's "State of the Union." He added that he felt "absolutely no pressure at all" to abandon his bid given Gingrich's rise.

Still, Santorum acknowledged a hard road ahead in what he called "a tough state for everybody."

"It's very, very expensive. It's a very short time frame," he said.

The former Pennsylvania senator placed third in Saturday's South Carolina primary.

Gingrich scored his first win, entering the Florida campaign with the political winds pushing the former House speaker from behind. Romney, who has raised mounds of cash, came in second and was ready to regroup with sophisticated political machines in the upcoming states, Florida included.

Underscoring Santorum's challenges, he was taking a few days away from the campaign trail in Florida this week to restock his thin campaign bank accounts. He plans fundraisers in other states, leaving Gingrich and Romney with free rein in Florida, while he stops in states such as Colorado, Minnesota and Missouri. Money is a necessity in a state like Florida with numerous expensive media markets and where campaigns are usually won on TV.

That's not a natural fit for Santorum, who has run his campaign on a shoestring and won the Iowa caucuses ? albeit narrowly ? by spending more than a year making house calls to voters and traveling the state in a pickup truck.

To make up ground and perhaps earn some free media, Santorum is going on the attack.

Standing in a strip mall's parking lot here Sunday before heading to fundraising events, Santorum cast Romney as an inconsistent figure who would not be an effective foil to President Barack Obama's re-election bid and argued that Gingrich was too "high risk" to be the Republican standard-bearer.

"Trust is a big issue in this election," Santorum told several hundred people. "Who are you going to trust when the pressure is on, when we're in that debate? It's great to be glib, but it's better to be principled."

He also met privately Sunday with pastors and delivered a sermon at Worldwide Christian Center in Pompano Beach, where he emphasized his conservatism. Santorum, who sprinkles his campaign speeches with his Catholic faith, is banking on evangelicals to coalesce around him over the thrice-married Gingrich or Romney, a Mormon.

"Can he win? Only God knows," said David Babbin, a voter here who works at the nearby children's hospital and likes Santorum. "But I believe in miracles."

Still, he noted one of the candidate's challenges: "Rick Santorum is one of us. And that's his biggest flaw ... We live in a society that is `American Idol' and Rick Santorum is not like that."

Santorum has other hurdles beyond what even admirers call his lack of charisma.

His tough talk on Social Security and Medicare ? ending benefits for wealthier retirees, cutting payments to those who don't need them ? is going to dog him here in a state of 3.3 million seniors, or 17 percent of the population. AARP estimates that more than a third of those seniors would have incomes below the poverty line without Social Security and one in three seniors rely on Social Security as their sole source of income.

Santorum didn't mention those proposals at his first public campaign event since the primary in South Carolina.

AT&T's Samsung Galaxy Note passes through FCC

The Samsung Galaxy Note that we already know is coming to AT&T, has passed through the FCC.  There's absolutely no surprises -- we see the 21Mbps UMTS/HSPA+, GSM 850/1900, and band 4 and 17 LTE radios, along with NFC, Wifi and Bluetooth.  Now all we need to know is when the SGH-i717 will go up for sale -- all we've officially heard is "the coming weeks".  Even though it's not a surprise, we're still pumped to see this one stateside.

(AP) ? A person familiar with the decision says Green Bay Packers offensive coordinator Joe Philbin has accepted an offer to become the Miami Dolphins' head coach.

The person confirmed the deal to The Associated Press on condition of anonymity Friday because the team hadn't made an announcement. The Dolphins are expected to hold a news conference Saturday.

The hiring comes less than two weeks after Philbin's son drowned in a Wisconsin river. After spending a week away from the Packers, Philbin rejoined the team last Sunday for its divisional playoff loss to the New York Giants.

Philbin has been with Green Bay since 2003 and has been offensive coordinator since 2007. Coach Mike McCarthy called the plays, but Philbin put together the game plan.

The Dolphins' top choice, Jeff Fisher, turned them down a week ago to become coach of the St. Louis Rams. Miami then conducted a second round of interviews this week with Philbin, Denver Broncos offensive coordinator Mike McCoy and Todd Bowles, Miami's interim coach at the end of the season.

The Dolphins fired Tony Sparano last month with three games to go in his fourth year as their coach. When the coaching search began, owner Stephen Ross said he would like to hire "a young Don Shula" and give the franchise some much-needed stability.

Instead he chose the 50-year-old Philbin, who has 28 years of coaching experience, all as an assistant, including 19 years in college.

With Philbin's help, the Packers have ranked in the top 10 in the NFL in yardage each of the past five seasons, including third in 2011.

The hiring might give the Dolphins an edge if they decide to pursue Packers backup quarterback Matt Flynn, who becomes a free agent this offseason. Flynn set Packers records with 480 yards passing and six touchdowns in their regular-season finale.

Assistants becoming first-time NFL head coaches have had mixed results in recent years. The group includes the Ravens' John Harbaugh, the Saints' Sean Peyton and the Steelers' Mike Tomlin, but also three coaches recently fired ? Jim Caldwell by the Colts, Todd Haley by the Chiefs and Steve Spagnuolo by the Rams.

Philbin becomes the seventh coach in the past eight years for the Dolphins, who went 6-10 this season and missed the playoffs for the ninth time in the past decade.

The losing record was their third in a row, the franchise's longest such stretch since the 1960s. It has been 19 years since they reached the AFC championship game, 27 years since they reached the Super Bowl and 38 years since they won an NFL title.

(AP) ? Dante Autullo was sure he'd merely cut himself with a nail gun while building a shed, and thought doctors were joking when they told him what an X-ray revealed: A 3 1/4-inch nail was lodged in the middle of his brain.

Autullo was recovering Friday after undergoing surgery at Advocate Christ Medical Center in Oak Lawn, where doctors removed the nail that came within millimeters of the part of the brain controlling motor function.

"When they brought in the picture, I said to the doctor 'Is this a joke? Did you get that out of the doctors joke file?'" the 32-year-old recalled. "The doctor said 'No man, that's in your head.'"

As he was rushed by ambulance to another hospital for surgery, he posted a picture of the X-ray on Facebook.

Autullo, who lives in Orland Park, said he was building a shed Tuesday and using the nail gun above his head when he fired it. With nothing to indicate that a nail hadn't simply whizzed by his head, his long-time companion, Gail Glaenzer, cleaned the wound with peroxide.

"It really felt like I got punched on the side of the head," he said, adding that he continued working. "I thought it went past my ear."

While there are pain-sensitive nerves on a person's skull, there aren't any within the brain itself. That's why he would have felt the nail strike the skull, but he wouldn't have felt it penetrate the brain.

Neither he nor Glaenzer thought much about it, and Autullo went on with his day, even plowing a bit of snow. But the next day when he awoke from a nap, feeling nauseated, Glaenzer sensed something was wrong and suggested they go to the hospital.

At first Autullo refused, but he relented after the two picked up their son at school Wednesday evening.

An X-ray was taken a couple hours later. And there, seeming to float in the middle of his head, was a nail.

Doctors told Autullo and Glaenzer that the nail came within millimeters from the part of the brain that controls motor function, and he was rushed by ambulance to the other hospital for more specialized care.

"He feels good. He moved all his limbs, he's talking normal, he remembers everything," Glaenzer said earlier Friday. "It's amazing, a miracle."

Neurosurgeon Leslie Schaffer acknowledged that Autullo's case was unusual, but not extremely rare. Schaffer said having a nail penetrate the skull is not like being shot in the head, noting that a bullet would break into multiple pieces.

"This (the nail) is thinner, with a small trajectory, and pointed at the end," he said. "The bone doesn't fracture much because the nail has a small tip."

Schaffer said the man's skull stopped the nail from going farther into his brain. He said he removed the nail by putting two holes in Autullo's skull, on either side of the nail, then pulled the nail out along with a piece of the skull.

The surgery took two hours, and the part of the skull that was removed for surgery was replaced with a titanium mesh, Hospital spokesman Mike Maggio said.

Glaenzer said Autullo hasn't really talked about how scared he was about what might have happened, but he did express a recognition about coming close to death.

"He was joking with me (after surgery), 'We need to get the Discovery Channel up here to tape this,'" she recalled him saying. "'I'm one of those medical miracles.'"

House to take up anti-piracy bill in February (Reuters)

WASHINGTON (Reuters) ? The House of Representatives will resume work next month on a controversial bill aimed at stopping online piracy of movies, music and other content, a leading lawmaker said on Tuesday.

The anti-piracy legislation has been a top priority for entertainment companies, publishers, pharmaceutical firms and others, who say it is critical to curbing online piracy.

Internet companies vigorously oppose the bills, arguing they would undermine innovation and free speech rights and compromise the functioning of the Internet.

The debate escalated over the weekend when White House officials raised concerns that the legislation could make businesses on the Internet vulnerable to litigation and harm legal activity and free speech.

Representative Lamar Smith, chairman of the House Judiciary Committee, said the proposed Stop Online Piracy Act (SOPA) was needed to protect American businesses from intellectual property theft, and that legislation would move forward.

"Due to the Republican and Democratic retreats taking place over the next two weeks, markup of the Stop Online Piracy Act is expected to resume in February," added Smith, a Texas Republican. "I am committed to continuing to work with my colleagues in the House and Senate to send a bipartisan bill to the White House."

The Senate is expected to begin voting on January 24 on how to proceed in considering its own version of the bill.

Both Smith and Democratic Senator Patrick Leahy have said that they plan to jettison a controversial portion of their bills which would block access for Internet users who seek stolen movies or music.

White House officials, including cyber-security czar Howard Schmidt, said in a blog posting on Saturday that they opposed the bills as currently written. But they said the Obama administration would work with lawmakers on a narrower, more targeted approach to online piracy to ensure that legitimate businesses - including start-up firms - would not be harmed.

Wikipedia, the popular community-edited online encyclopedia, will black out its English-language site for 24 hours Wednesday to oppose the legislation. Other smaller sites leading the campaign include Reddit.com.

Apple starts selling interactive iPad textbooks (AP)

NEW YORK ? Apple Inc. on Thursday launched its attempt to make the iPad a replacement for a satchel full of textbooks by starting to sell electronic versions of a handful of standard high-school books.

The electronic textbooks, which include "Biology" and "Environmental Science" from Pearson and "Algebra 1" and "Chemistry" from McGraw-Hill, contain videos and other interactive elements.

But it's far from clear that even a company with Apple's clout will be able to reform the primary and high-school textbook market. The printed books are bought by schools, not students, and are reused year after year, which isn't possible with the electronic versions. New books are subject to lengthy state approval processes.

Major textbook publishers have been making electronic versions of their products for years, but until recently, there hasn't been any hardware suitable to display them. PCs are too expensive and cumbersome to be good e-book machines for students. Dedicated e-book readers like the Kindle have small screens and can't display color. IPads and other tablet computers work well, but iPads cost at least $499. Apple didn't reveal any new program to defray the cost of getting the tablet computers into the hands of students.

All this means textbooks have lagged the general adoption of e-books, even when counting college-level works that students buy themselves. Forrester Research said e-books accounted for only 2.8 percent of the $8 billion U.S. textbook market in 2010.

Pearson PLC of Britain and The McGraw-Hill Cos. of New York are two of the three big textbook companies in the U.S. market. The third one, Boston-based Houghton Mifflin Harcourt, also plans to supply books to Apple's store, but none were immediately available.

The new textbooks are legible with a new version of the free iBooks application, which became available Thursday.

The textbooks will cost $15 or less, said Phil Schiller, Apple's head of marketing. He unveiled the books at an event at New York's Guggenheim Museum. Schools will be able to buy the books for its students and issue redemption codes to them, he said.

Albert Greco, a professor of marketing at Fordham University in New York and a former high-school principal, said schools would need to buy iPads for its students if it were to replace printed books.

It wouldn't work to let students who can afford to buy their own iPads use them in class with textbooks they buy themselves, alongside poorer students with printed books.

"The digital divide issue could be very embarrassing. Because if you don't have the iPad, you can't do the quiz, you don't get instant feedback ... that is an invitation for a lawsuit," Greco said. "I would be shocked if any principal or superintendent would let that system go forward."

Greco said hardback high-school textbooks cost an average of about $105, and a freshman might need five of them. However, they last for five years.

That means that even if an iPad were to last for five years in the hands of students, the e-books plus the iPad would cost more than the hardback textbooks.

Apple also released an app for iTunes U, which has been a channel for colleges to release video and audio from lectures, through iTunes. The app will open that channel to K-through-12 schools, and will let teachers present outlines, post notes and communicate with students in other ways.

Greco called the new app "a shot across the bow" of Blackboard Inc., a privately held company that provides similar electronic tools to teachers. It, too, has applications for cellphones and tablets.

Apple also revealed iBook Author, an application for Macs that lets people create electronic textbooks.

According to biographer Walter Isaacson, reforming the textbook market was a pet project of Apple co-founder Steve Jobs, even in the last year of his life. At a dinner in early 2011, Jobs told News Corp. chairman Rupert Murdoch that the paper textbooks could be made obsolete by the iPad. Jobs wanted to circumvent the state certification process for textbook sales by having Apple release textbooks for free on the tablet computer.

Jobs died in October after a long battle with cancer.

Minn. couple among those missing from cruise

A Minnesota couple missing after a cruise ship capsized off the west coast of Italy are devout Catholics who spend part of almost every day at church, where he teaches religious classes and she hands out baked goods and other sweet treats to parishioners.

Church members described the kindness and good deeds of Jerry and Barbara Heil on Monday as a search continued along the Italian coast. The Heils are among more than two dozen people still missing after the Costa Concordia hit a reef and ran aground near Tuscany on Friday night.

Six people have been confirmed dead, and prosecutors are investigating the ship's captain for manslaughter, abandoning ship and causing a shipwreck. The ship's owner said the captain, Francesco Schettino, caused the crash by deviating from the authorized course.

Diane Vorland, who is confined to a wheelchair, told The Associated Press that Jerry Heil, 69, came to her house every Thursday for the past three years to administer her communion and recite the rosary. The trip, she said, "was a big deal for them."

"On the Thursday before he left, he said, 'The next time you see me I'll have been to Rome,'" Vorland said.

Other members of Church of St. Pius X in White Bear Lake described the Heils as quiet, kind people deeply involved in the congregation. They joined the church in 1973, and their four children attended its elementary and middle school, said Larry Erickson, the parish administrator.

Jerry Heil taught religious education classes for everyone from children to senior citizens. Dennis Hardy, who attended one of his classes, said Barbara Heil, 70, often accompanied her husband, bringing baked goods she gave to class members.

"Both of them are at the church, I'd say, pretty much every day," Erickson said.

The Heils live in White Bear Lake, a suburb of about 25,000 people 15 miles outside St. Paul. The community sits between two large lakes, White Bear and Bald Eagle, which are encircled by opulent homes and historic cottages dating to the early 1900s when the area was a weekend destination for wealthy St. Paul residents. Today, the city retains vestiges of a resort aura but also is home to middle- and working-class neighborhoods.

Jerry Heil retired from a job at the Minnesota Department of Agriculture. While reserved, he possesses a dry sense of humor, Vorland said. After communion and prayers, she said, he would engage her in deep and thoughtful conversations about history or church teachings.

"Every Christmas he and his wife would come and give me some fudge," she said. "They're just solid people."

Jerry Heil also is a longtime member of the congregation's Knights of Columbus chapter. Duane Jabas, a former grand knight, called him a jack-of-all-trades who helped plan and run nearly every chapter function for years. "You always knew every detail would be covered if Jerry was involved," Jabas said.

Shawn Gutoski, who works at St. Pius X, said the Heils were the type of people every church needs to function. "They're not people that want to draw attention to themselves, but you knew if they were involved that it would get done," Gutowski said.

The church's music director announced before Sunday Mass that the Heils were missing after the shipwreck.

"A lot of people gasped," said Hardy, who was in attendance. "I know there are a lot of prayers going over to Italy right now."

Hardy, who recently lost his driver's license, said Jerry Heil offered to drive him around on errands.

Several family members did not respond to phone calls from the AP on Sunday and Monday. A family friend outside the home of the couple's son, Aaron Heil, gave the AP a statement from the family.

"We are waiting patiently for the rescuers to safely try to find our parents," it said. "Our prayers and thoughts are with our parents; those others that are still missing and their families; and the brave rescuers. We are working closely with the U.S. Embassy in Italy and are confident that everything is being done to find our parents."

Sarah Heil, their daughter, told WBBM radio in Chicago that her parents had been looking forward to their 16-day vacation.

"They raised four kids and sent them all to private school, elementary to college, so they never had any money," Sarah Heil said. "So when they retired, they went traveling. And this was to be a big deal ? a 16-day trip. They were really excited about it."

Puerto Rico installing tsunami sirens in capital (AP)

SAN JUAN, Puerto Rico ? Puerto Rico is setting up a tsunami alert system in densely populated San Juan.

San Juan Mayor Jorge Santini says experts warn that the island faces a very real threat from a tsunami though the last one occurred in 1918. Santini says the network of sirens and a public education campaign are critical in case of an evacuation. San Juan received about $800,000 from the U.S. Federal Emergency Management Agency and the Department of Homeland Security to set up the alert system.

Puerto Rico is in a seismically active zone. The island's official seismic tracking center says one of the most powerful earthquakes in Puerto Rico history triggered the 1918 tsunami on the west coast. About 40 people were killed.

SW Virginia has no reps on Senate Finance Committee | TriCities.com

This year, Southwest Virginia might have to fight for budgetary table scraps.

Why? Because the region has no representatives on the powerful Senate Finance and House Appropriations committees to bring home a slice of the funding pie.

?That?s a third of the state where we don?t have any representation,? an unnerved Senator Phillip D. Puckett, D-Lebanon, said last week.

It?s likely bad news for any economic development projects in need of extra funding. The same goes for museums, cultural attractions and other regional pet projects, lawmakers said.

To secure any financial extras, the region?s delegation of Republican and Democratic legislators has asked those on the committees to remember Southwest Virginia.

?I?ve been talking to the leadership about it,? freshman Senator Charles W. Carrico Sr., R ? Galax, said of his legislative side. ?I?ve been assured that it?s an open-door committee.?

?Carrico is no newcomer to state politics, having given up his seat in the House of Delegates to run for the 40th District Senate seat vacated by longtime Senator William Wampler. But he?s replacing the senator who this year would have been the ranking Republican on the Senate Finance Committee.

The concern of being left out of the loop in both the House and the Senate remains ever present to freshman Delegate Israel D. O?Quinn, R-Bristol.

?If we?re not going to look out for Southwest Virginia, no one else is,? he said.

The 2012 session convened Wednesday with Gov. Bob McDonnell?s proposed $85 billion, two-year budget as the main agenda.

Opening day also included a bit of wrangling for committee assignments. By the end of the first session, Republicans claimed control of an equally divided, 20-20 Senate and boasted a 68-seat majority in the 100-member House.

It also ended with much of the Senate Finance and House Appropriations committees filled with representatives from Northern, Eastern and Central Virginia.

Funding for the region used to be a sure thing. For more than a decade, 24-year Senator Wampler of Bristol held a place on Senate Finance and former Delegate Clarence E. ?Bud? Phillips, a Democrat who decided not to run when the districts were redrawn, held a place on House Appropriations.

Their senior status on each committee made sure state funding trickled into the region. But their recent retirements left a void in both committees that were quickly snatched up.

Had Wampler stayed, his position as the ranking Republican on the committee would have made him one of the state?s most powerful and respected lawmakers.

The region?s longstanding financial safety net vanished Wednesday. Now, the closest representation for the furthest flung section of the state?s southwestern corner is seated in Roanoke to the north ? Senator Stephen D. Newman, R- Forest, and Patrick County to the east with Delegate Charles D. Poindexter, R ? Glade Hill.

When the dust settled, local legislators were left scratching their heads wondering whether the region could even get any crumbs of the funding pie.

?Everybody else is going to get theirs first,? O?Quinn said.

In Wampler?s eyes, the ongoing trend has been for the state?s urban areas to gain representation on choice committees while rural areas have lost. The funding committee?s new makeup only seems to back his theory.

?The Southwest delegation has to work harder to form strong working relationships with other rural groups,? he said.

Despite their funding worries, local legislators have their own bills to push.

As a freshman legislator, O?Quinn spent the first days of the session deciphering the process, meeting new people and learning where to find forms for bills.

?The pace is definitely rapid-fire,? he said. ?There?s no time between meetings.?

Among the bills he?s introduced is one requiring a special driver?s license for convicted methamphetamine producers. That way, O?Quinn said, pharmacists would sknow who is buying products that can be cooked into meth.

Several bills are targeted toward the highly addictive drug, which in recent months has become a major worry for law enforcement officials in Southwest Virginia, crowding the courts, sending users to the emergency room and even resulting in deaths.

And local governments already struggling financially were hit with the costs of cleanup, when federal money ran out last year. Puckett and Johnson introduced legislation that would reimburse localities for the high cost of cleaning up methamphetamine labs.

UK, Hong Kong team up to boost London as yuan centre (Reuters)

LONDON (Reuters) ? Britain is teaming up with Hong Kong to secure London a top spot as an offshore trading centre for the Chinese currency, as the UK aims to boost trade and investment ties with fast-growing Asian markets.

In a speech at the Asia Financial Forum on Monday, Britain's finance minister George Osborne also urged countries to fight protectionist tendencies and repeated Britain's willingness to add further funding to the International Monetary Fund (IMF).

Speaking only days after ratings agency Standard & Poor's downgraded a number of euro zone countries including France, Osborne applauded progress made by the euro area though he urged further actions to restore sustainable finances and growth.

Britain's coalition government has launched a drive to expand trade and investment ties with major developed and emerging economies outside Europe to lessen its dependence on trade with the crisis-hit euro zone.

"I believe that we can make Britain the home of Asian investment and Asian finance in Europe," Osborne said, according to the text of his speech, which kicks off his official program during a trip to China and Japan.

The British government's aim was for London to complement Hong Kong in becoming a major offshore centre for the yuan, the Treasury said in a press release.

Britain's finance ministry and the Hong Kong Monetary Authority (HKMA) would facilitate a private-sector forum to explore synergies, specifically looking at clearing and settlement systems, market liquidity and the development of new products denominated in yuan.

Britain won the Chinese government's backing for London to become an offshore trading centre for the yuan last year.

Osborne welcomed a recent announcement by the HKMA that it will significantly extend the operating hours of its yuan payments systems to better accommodate European transactions, making it easier for transactions in London to be settled.

London would join other centers, including Singapore and Taipei, which are vying for a share of the growing offshore yuan business. But all are expected to have to play second fiddle to Hong Kong as Chinese authorities push on with a series of initiatives to internationalize the currency.

IMF FUNDING

Osborne will meet the finance ministers and central bank governors of China and Japan as well as Japanese Prime Minister Yoshihiko Noda and investors during his trip aimed at strengthening ties in financial services, infrastructure and innovation.

Britain is close to recession again as the government's tough spending cuts aimed at erasing the huge budget deficit bite and the crisis in the euro zone - its main trading partner - weighs on exports and business confidence.

"The euro zone has made progress in recent months, in particular the provision of liquidity to banks by the ECB," Osborne said. "But of course there remains more to do, as the euro area itself acknowledges."

The international community had to make sure that the IMF had the tools and resources to promote global economic stability, Osborne said.

Last week, Osborne said Britain may increase its contribution to the fund together with major non-European countries such as China or Japan, but ruled out higher contributions if they were earmarked to prop up the euro zone.

"The IMF does not belong to any one region of the world," Osborne said in his speech. "Its role is to support countries which get into difficulty, not currencies."

Presenting his international agenda for 2012, Osborne vowed to push for trade liberalization, using "new and innovative alternative approaches" as the World Trade Organization's global approach was stuck at a "significant impasse".

Britain would also work to ensure that global standards for financial regulation would be implemented, he said, repeating his rejection of a financial transaction tax on a European level, which France and Germany have been seeking.
