WASHINGTON (AP) ? The Obama administration is poised to announce the sale of nearly $30 billion worth of F-15 fighter jets to Saudi Arabia, U.S. officials said Wednesday.

The deal will send 84 new fighter jets and upgrades for 70 more, for a total of $29.4 billion, according to the officials, who requested anonymity because the sale has not been made public.

The agreement boosts the military strength of Saudi Arabia, a key U.S. ally in the Middle East, at a time when the Obama administration is looking to counter Iranian threats in the region. Underscoring that effort was a fresh threat this week from Tehran, which warned that it could disrupt traffic through the Strait of Hormuz, a vital Persian Gulf oil transport route, if Washington levies new sanctions targeting Iran's crude oil exports.

About a year ago, the administration got the go-ahead from Congress for a 10-year, $60 billion arms deal with Saudi Arabia that included F-15s, helicopters and a broad array of missiles, bombs and delivery systems, as well as radar warning systems and night-vision goggles.

The plan initially raised concerns from pro-Israeli lawmakers, but U.S. officials reassured Congress that Israel's military edge would not be undercut by the sale. Additionally, there is now broad agreement among Israel, the Gulf Arab states and the West that Iran poses a significant and unpredictable threat.

Saudi Arabia and Iran are bitter regional rivals. Tensions between them were further stoked earlier this year after the U.S. accused Iran of plotting to assassinate the Saudi ambassador to the U.S. in Washington.

Saudi Arabia is already the most militarily advanced of the Arab Gulf states, one of the richest countries in the world, and central to American policy in the Middle East. It is also vital to U.S. energy security, with Saudi Arabia ranking as the third-largest source of U.S. oil imports.

BAGHDAD (Reuters) ? The head of the Sunni-backed Iraqiya political bloc said Iraq "stands on the brink of disaster" and issued a list of demands on Wednesday in a political crisis triggered by charges against a Sunni leader.

Iraqiya leader Iyad Allawi, in an editorial for the New York Times, said Iraq was heading towards a "sectarian autocracy that carries with it the threat of devastating civil war."

Sectarian tensions are running high in Iraq ten days after the last U.S. troops pulled out. Shi'ite Prime Minister Nuri al-Maliki has sought the arrest of Sunni Vice President Tareq al-Hashemi, accused of running death squads.

The commentary, co-authored by Iraqiya officials Osama al-Nujaifi, the parliament speaker, and Rafie al-Esawi, the finance minister, said bloc leaders were being "hounded and threatened by Mr. Maliki, who is attempting to drive us out of Iraqi political life and create an authoritarian one-party state."

The political crisis, Iraq's worst in a year, threatens Maliki's fragile year-old coalition government, an alliance of Shi'ite, Sunni and Kurdish political blocs.

Nujaifi and Iraqi President Jalal Talabani, a Kurd, on Tuesday proposed a national conference of political leaders to try to resolve the crisis and said allegations against Hashemi should be left to the courts.

But Allawi, in a separate statement, listed a series of demands before he would agree to any conference, including the release of "all detainees held on false charges" and the formation of a panel of top politicians to oversee and prevent interference in legal procedures.

Iraqiya has criticized a recent arrest campaign against hundreds of former members of Saddam Hussein's Baath Party over what some officials said was a plot to seize power after U.S. troops left.

Allawi also demanded the government implement an accord reached last year before the coalition government was formed that would have given him leadership of a new national policy council. Allawi has accused Maliki of reneging on the pact.

Allawi said "all options are still open" to resolve the crisis, including early elections and the possibility of a new candidate for prime minister.

Both Iraqiya and the Sadrist movement of anti-American Shi'ite cleric Moqtada al-Sadr have called for new elections, currently not due until 2014.

Iraq's latest crisis was triggered by the charges against Hashemi and Maliki's request to parliament to fire Sunni Deputy Prime Minister Saleh al-Mutlaq. Hashemi and Mutlaq are two of the most senior figures in Iraqiya.

In the editorial, Allawi, a former prime minister, said Maliki had "laid siege to our party," surrounding leaders' homes and offices in Baghdad's Green Zone with government forces.

"...as Iraq once again teeters on the brink, we respectfully ask America's leaders to understand that unconditional support for Mr. Maliki is pushing Iraq down the path to civil war," the editorial said.

"Unless America acts rapidly to help create a successful unity government, Iraq is doomed."

U.S. and Iraqi officials have been engaged in a flurry of talks to try ease tensions in a crisis that could have wider impact in the region with Iraq's Sunni and Shi'ite neighbors.

With his team desperately needing a victory in order to stay alive in the AFC wild-card chase, Sanchez laid an egg in a?29-14 loss?loss to the?New York Giants. The third-year pro completed 30 of 59 passes for 258 yards with one touchdown to two interceptions. He also took five sacks ? one of which resulted in a safety with the Jets trailing by six in the fourth-quarter.

Sanchez?s poor play, as well as his overall up-and-down performance this season, now has the Jets seriously considering whether or not they have their franchise quarterback on their roster.

VATICAN CITY -- Pope Benedict XVI has denounced the bombing of a Nigerian Catholic church that killed 35 people on Christmas Day, saying only respect and reconciliation can bring peace - not violence.

Speaking at his post-Christmas blessing Monday, Benedict said he had learned with "profound sadness" of the "absurd" attack on the St. Theresa Catholic Church in Madalla, which was claimed by the Islamist extremist group Boko Haram.

It was the second year in a row that the group has staged Christmas attacks.

Benedict invited everyone to pray for the victims and Nigeria's Christian community.

He said: "In this moment, I want to repeat once again with force: violence is a path that leads only to pain, destruction and death. Respect, reconciliation and love are the only path to peace."

I don't know if Raul Castro could comprehend the frustration caused by his words yesterday, the discouragement generated by the absence of the announcement his own spokespeople had predicted.

I put my suitcase back in the corner of the room, rearranged my plans for Christmas Eve and called my mother to confirm that I am staying. I imagine that in thousands of Cuban homes today they are celebrating because their relatives will soon leave some sordid penitentiary. But I also know that on this December 24th there are many who feel cheated, once again deceived. How much time does government need to erase the limitations on movement that it itself imposed on its citizens? Is it possible that in this country the word "gradually," or the phrase "we are working to implement this or that measure," is, in reality, synonymous with "never"? How can they continue to justify something that no longer has any ethical or legal form to sustain it? When will a presidential pardon arrive for those condemned not to enter or leave their own country?

But I don't want the government's immobility to make me sad in these days, nor let the stubbornness of our authorities spoil my Christmas festivities. Instead, at midnight I will empty my glass, hug my son, outline my future plans for 2012. TORONTO (Reuters) ? Sino-Forest (TRE.TO), a China-focused forestry company accused of fraud, said it received notices of default from its noteholders and set up a committee to look at options for the company that could include its sale.

Until recently the largest forestry stock listed on the Toronto Stock Exchange, Sino-Forest warned last week it would not be able to file its quarterly results on time as an internal probe into fraud allegations is taking longer than anticipated.

Sino-Forest has been reeling since June, when short seller Carson Block and his Muddy Waters firm accused it of exaggerating the extent of its Chinese assets. Sino-Forest has said a preliminary investigation by its independent directors showed no evidence of fraud.

It is the most prominent of the Chinese companies listed in North America whose shares were either suspended or delisted this year amid suspicions about their business practices and Chinese regulatory safeguards.

Sino-Forest said its board decided not to make a $10 million interest payment that was due to noteholders on December 15.

Singapore-based Richard Chandler Corp, Sino-Forest's largest shareholder, last week demanded a board shake-up at the firm, slamming the "excessive time and money" spent on the probe and questioning the board's decision to delay its results. Chandler's fund stands to lose at least C$140 million and possibly more, if Sino becomes insolvent.

Regulators have put a cease-trade order on Sino-Forest's shares, pending the completion of an investigation into the company. The shares had fallen more than 75 percent this year, before being halted by regulators in late-August.

WAIVER HOPES

The company and its advisers met last Wednesday with an ad hoc committee of noteholders and their legal counsel. Sino-Forest said all parties expressed "a willingness to work cooperatively with the company in an effort to preserve value for the benefit of stakeholders."

However, it cautioned that it cannot independently verify the holdings of those who attended or were represented at the meeting. It said the notices of default it received were not initiated or supported by noteholders attending the meeting.

The company said it was talking to noteholders in the hope of securing a waiver, in relation to its failure to file its financial results, but it cautioned there was no guarantee the default notices would be withdrawn or waivers obtained.

If the default notices are not withdrawn and the waivers not obtained within a 30-day period, and if Sino-Forest does not file its results in that time, a default will have occurred under each series of its senior notes, the company said - allowing noteholders to demand the company repay the principal and any unpaid interest due on the notes.

Sino-Forest said the total principal owing under the four series of outstanding senior and convertible notes is about $1.8 billion. It also has loan facilities in China of $70.5 million.

Last week, Moody's withdrew all its ratings on Sino-Forest, arguing it had insufficient information to maintain them.

Sino-Forest said it established a special restructuring committee made up of independent directors to supervise, analyze and manage a review of the strategic options available. These may include recapitalization, or the sale of some or all of its businesses and assets. The committee will also consider creditor protection or other insolvency-related proceedings.

FORT MEADE, Maryland (AP) ? The civilian attorney for Army Pfc. Bradley Manning, the U.S. soldier accused of leaking classified documents published by the WikiLeaks website, asked the presiding officer at his pretrial hearing Friday to step aside.

Army Lt. Col. Paul Almanza's civilian occupation as a Justice Department prosecutor was the chief reason defense lawyer David Coombs gave in asking him to recuse himself. The Justice Department is conducting a criminal investigation targeting WikiLeaks founder Julian Assange.

Manning, 23, is charged with aiding the enemy by leaking hundreds of thousands of secret documents that ended up on the website. At the time, he was a low-level intelligence analyst in Baghdad.

The case has spawned an international movement in support of Manning, who is seen by anti-war activists as a hero who helped expose American mistakes in Iraq and Afghanistan. To others he is a villain, even a traitor, who betrayed his oath of loyalty by deliberately spilling his government's secrets.

Almanza said he hasn't formed an opinion about Manning's guilt or innocence.

Friday's hearing is to determine whether Manning will face a court-martial. If his case goes to trial and he is convicted, Manning could face life in prison. The government has said it would not seek the death penalty.

Dressed in his camouflage Army fatigues, Manning sat at the defense table showing little expression. He occasionally twirled a pen between his thumb and finger.

The hearing is open to the public, but with limited seating. A small number of reporters were present but not allowed to record or photograph the proceedings.

A U.S. military legal expert told reporters shortly before the proceedings began that the presiding officer is likely to make his recommendation on whether to court-martial Manning within eight days after the hearing ends. The hearing is expected to last over the weekend and possibly well into next week.

The legal expert, who could not be identified under Army ground rules, said Manning is to be present for all proceedings, including sessions closed to the public for consideration of classified material.

The site of the hearing, Fort Meade, is home to U.S. Cyber Command, the organization whose mission includes protecting computer networks like the one Manning allegedly breached by illegally downloading huge numbers of classified documents in Iraq.

Manning's lawyer asserts that the documents' release did little actual harm.

Last month, 54 members of the European Parliament signed a letter to the U.S. government raising concerns about Manning's 18-month pretrial confinement.

Manning's supporters planned to maintain a vigil during the hearing and were organizing a rally for Saturday.

Army Maj. Gen. Michael S. Linnington, commander of the Military District of Washington, could choose other courses aside from court-martial, including applying an administrative punishment or dismissing some or all of the 22 counts against Manning.

The Manning case has led to a debate over the broader issue of whether the government's system for classifying and shielding information has grown so unwieldy that it is increasingly vulnerable to intrusions.

Absent from the Meade proceedings will be Assange, who runs WikiLeaks from England. He is fighting in British courts to block a Swedish request that he be extradited to face trial over rape allegations.

A U.S. grand jury is weighing whether to indict Assange on espionage charges, and WikiLeaks is straining under an American financial embargo.

The materials Manning is accused of leaking include hundreds of thousands of sensitive items: Iraq and Afghanistan war logs, State Department cables and a classified military video of a 2007 American helicopter attack in Iraq that killed 11 men, including a Reuters news photographer and his driver.

Manning, who turns 24 on Saturday, was detained in Iraq in May 2010 and moved to a Marine Corps brig at Quantico, Virginia, in July. Nine months later, the Army sent him to the military prison at Fort Leavenworth, Kansas, after a series of claims by Manning of unlawful pretrial punishment.

When it filed formal charges against Manning in March 2011, the Army accused him of using unauthorized software on government computers to extract classified information, illegally download it and transmit the data for public release by what the Army termed "the enemy."

The first large publication of the documents by WikiLeaks in July 2010, some 77,000 military records on the war in Afghanistan, made global headlines. But the material provided only limited revelations, including unreported incidents of Afghan civilian killings as well as covert operations against Taliban figures.

In October 2010, WikiLeaks published a batch of nearly 400,000 documents that dated from early 2004 to Jan. 1, 2010. They were written mostly by low-ranking officers in the field cataloging thousands of battles with insurgents and roadside bomb attacks, plus equipment failures and shootings by civilian contractors. The documents did not alter the basic outlines of how the war was fought.

A month later, WikiLeaks released hundreds of thousands of State Department documents that revealed a hidden world of backstage diplomacy, including candid comments from world leaders.

It took months for the Army to reach the conclusion that Manning was competent to stand trial. In the meantime Manning's civilian lawyer, Coombs, has sought to build a case that appears to rest in part on an assertion that the government's own reviews of the leaks concluded that little damage was done.

WASHINGTON (Reuters) ? President Barack Obama and Senate Democrats on Wednesday discussed abandoning efforts to impose a surtax on millionaires to help pay for extending a popular payroll tax break for workers, a Senate Democratic leadership aide said.

Obama and fellow Democrats in Congress are trying to find a way to pass the payroll tax extension in the face of stiff Republican opposition to the millionaires surtax.

The tax workers pay to the Social Security retirement system will rise to 6.2 percent from 4.2 percent at the end of the month unless Congress acts to extend the lower rate.

(Reuters) ? The Miami Marlins reached an agreement to land prized free agent Jose Reyes on Sunday in a six-year deal reportedly worth $106 million.

According to Major League Baseball's website (MLB.com) the deal for the 28-year-old from Dominican Republic is pending the shortstop passing a physical.

A four-time All Star, Reyes is coming off a career-best season that saw him win the National League batting title with a .337 average.

He scored 101 runs and stole 39 bases for the New York Mets to cement his reputation as one of the game's most exciting players.

His arrival will mean that Miami are likely to move their current All Star shortstop Hanley Ramirez to a new position.

Prior to the Reyes' deal, the rebuilding Marlins had said they were set to meet with free agent headliner Albert Pujols about a potential contract offer.

The Florida Marlins finished in last place in the National League East last season and saw their manager, Edwin Rodriguez, resign in midseason.

But the Marlins are on the upswing after announcing high profile manager Ozzie Guillen as the team's new leader in September and moving the franchise to Miami where they will open in a new stadium and with an upgraded roster in 2012.

BEIRUT (Reuters) ? At least 23 people were reported killed in Syria on Saturday as violence intensified in the eighth month of unrest against President Bashar al-Assad, pushing the death toll close to 4,600, according to a leading activist group.

In a three-hour, night-time battle in the north-western city of Idlib near the Turkish border, seven members of the security forces, five army rebels and three civilians were killed, the Syrian Observatory for Human Rights (SOHR) said.

Five civilians were shot dead by security forces in central Homs province, and a man's body was returned to his family five days after he had been arrested.

The United Nations' top human rights forum has condemned Syria for "gross and systematic" violations by its forces, including executions and the imprisonment of some 14,000 people.

Syrian authorities say they are fighting foreign-backed "terrorist groups" trying to spark civil war who have killed some 1,100 soldiers and police since March.

An "Arab Spring" of revolts - triggered by an uprising in Tunisia in January - has reshaped the political landscape of the Middle East this year and toppled leaders in Egypt, Libya and Yemen.

Syrian opposition groups say defectors from Syria's conscript army are increasing their attacks on government security forces trying to suppress revolt against 41 years of Assad family rule.

Syria faces deepening international and regional isolation, with the Arab League, the European Union and the United States piling on increasingly tough sanctions to pressure Damascus to stop the bloodshed and talk to its opponents.

China and Russia oppose sanctions and last month scuppered Western efforts to pass a U.N. Security Council resolution condemning Assad's government.

SECURITY FORCES IN ACTION

The state news agency SANA gave a detailed account of operations by Syrian security forces, including clashes with "terrorists," arrests, the explosion of roadside bombs and the defusing of explosive devices.

It said special forces caught dozens of wanted men in the area of Tel Kalakh who had been smuggling weapons, drugs and armed men from Lebanon into Syria.

Special forces also captured 14 gunmen who, SANA said, had been killing and kidnapping civilians and soldiers.

According to the British-based SOHR, nearly a quarter of the 4,600 on its death toll are from Syrian security forces.

In Deraa, "special forces clashed with armed terrorist groups trying to attack security centers in rural parts of the province. One of the gunmen was killed in the exchange of fire," SANA reported.

"Special forces also clashed with armed terrorists in Idlib after they tried to attack a public roads building and several security detachments. Special forces were able to kill one of the gunmen and wound a number of others. One member of the security forces was injured."

Army engineers in Hama disabled two improvised explosive devices planted in the city, the agency reported.

The SANA correspondent said a source told the agency two other IEDs had exploded, one when a security patrol was passing near a sports stadium, injuring two. The second IED explosion caused no injuries.

In Lattakia, an IED exploded in front of an electrical workshop, starting a fire in which two people died, the agency reported.

NO STRATEGIC IRAN TIES POST-ASSAD

The head of the opposition Syrian National Council (SNC), said the isolation of Syria was accelerating and he was pushing for more international intervention against Damascus and seeking Russian support.

Burhan Ghalioun told the Wall Street Journal that he envisioned a post-Assad Syria distanced from anti-Western Iran and Hezbollah and would move closer to the Arab League as well as Gulf Arab states - countries that are Sunni-led and wary of Iran, which is a non-Arab, Shi'ite power in the region.

Syria has fostered close ties with Tehran since Iran's 1979 Islamic Revolution.

The United States accuses Damascus of helping Iran funnel weapons to Hezbollah, a powerful militant and political Shi'ite Muslim movement in Lebanon that fought a 34-day war against Israel in 2006.

"There will be no special relationship with Iran. This is the core issue - the military alliance," Ghalioun told the U.S. paper, though he said he did not oppose maintaining economic ties. "Breaking the exceptional relationship means breaking the strategic military alliance."

With pressure rising against Damascus, only four countries voted against the U.N. human rights forum's condemnation of Syria which sets the stage for possible action by U.N. political bodies in New York.

Russia does not want to provide the West with what it believes could be a justification for military intervention in Syria, like the NATO air campaign that helped rebels topple Libya's Muammar Gaddafi in August.

Ghalioun said the opposition is still trying to persuade Moscow that steps such creating a buffer zone, a humanitarian corridor or a no-fly zone to protect civilians would not lead inevitably to armed intervention.

"This is different than the organized military intervention that happened in Iraq for regime change," he said. "We count on Syrians to bring down the Syrian regime...We want the international community to stop the oppression of the Syrian people."

Western powers have shown little appetite for armed intervention in Syria because of the complexity of its sectarian divisions and the risk of escalation posed by its alliance with Iran.

LOS ANGELES -- David Lynch wants soldiers and veterans to experience the stress-reducing benefits of Transcendental Meditation.

Lynch's namesake foundation is giving $1 million in grants to teach the meditation technique to active-duty military personnel and veterans and their families suffering from post-traumatic stress.

The filmmaker said Friday that the grants are from the Operation Warrior Wellness division of his foundation, which funds meditation instruction for various populations, including inner-city students and jail inmates.

Recipients of Operation Warrior Wellness grants include Iraq and Afghanistan Veterans of America, the Wounded Warrior Project and UCLA's Operation Mend.

Lynch's credits include TV's "Twin Peaks" and the films "Mulholland Drive," "Blue Velvet" and "Wild At Heart."
